Backland Development<br />
The development of land-locked rear gardens and unused private open space behind such gardens within<br />
predominantly residential areas.<br />
Classified Road<br />
A highway which is agreed by the Secretary of State and, where appropriate, the local highway authority, as<br />
being of importance to the movement of traffic. As a guide, classified roads are usually, although not always,<br />
roads with prefix A, B, or C e.g. A404.<br />
Comprehensive Rehabilitation Areas<br />
Areas of derelict and damaged land within the <strong>Borough</strong> which suffer a range of problems and where a<br />
comprehensive approach is required to ensure that restoration and enhancement proposals are successful.<br />
Conservation Areas<br />
Areas of special architectural and/or historic interest, the character or appearance of which it is desirable to<br />
preserve or enhance. (Planning (Listed Buildings and Conservation Areas) Act 1990).<br />
Conversions (Residential)<br />
The sub-division of residential properties into self-contained flats or maisonettes.<br />
Countryside Conservation Areas<br />
The <strong>London</strong> Ecology Unit defines these as areas of countryside within <strong>London</strong> <strong>Borough</strong>s, where traditional<br />
land-use has continued to the present day. Such areas have considerable visual and aesthetic appeal, usually<br />
with a matrix of small fields, hedges, woods and ponds.<br />
Development<br />
The Town and Country Planning Act 1990, Part III S.55, defines development as “the carrying out of building,<br />
engineering, mining or other operations in, on, over or under land, or the making of any material change in the<br />
use of any buildings or other land.”<br />
Development Control<br />
The process whereby the Council considers planning applications for development.<br />
Development Plan<br />
For the purposes of the Town and Country Planning Act 1990 the development plan for any <strong>London</strong> <strong>Borough</strong> is<br />
the Unitary Development Plan.<br />
Disability<br />
Defined in the 1991 census as limiting long term illness, including any long term illness, health problem or<br />
handicap which limits a person’s daily activities or the work he or she can do. It includes problems which are<br />
due to old age.<br />
Dwelling<br />
A building or any part of a building that forms structurally separate accommodation. (Definition derived from<br />
1991 Census Definitions – OPCS 1991).<br />
Environmental Impact Assessment (EIA)<br />
This describes the whole process by which information about the environmental effects of a project is collected,<br />
assessed and taken into account by the planning authority in reaching a decision on whether the proposed<br />
development should go ahead or not. The expression environmental assessment (EA) is also in common use<br />
and for practical purposes means the same as EIA.<br />
Environmental Statement<br />
Written declaration of any direct environmental impacts arising from a planning application.<br />
Fascia Level<br />
The part of the building face usually between ground and first floors, where shopfronts, sign boards or<br />
occupier’s name are positioned.<br />
