Local Distributor Road<br />

A road which provides a link to <strong>London</strong> distributor roads or forms a local route where no reasonable alternative<br />

exists, and gives access to traffic bound for local destinations.<br />

Local Nature Reserves<br />

An area of local nature interest generally publicly owned and safeguarded for public education and enjoyment.<br />

These areas are designated under the National Parks and Access to the Countryside Act 1949, as amended by the<br />

Local Government Act 1972.<br />

<strong>London</strong> Distributor Road<br />

Road used by all traffic, including lorries, and provides a link with national routes.<br />

<strong>London</strong> Planning Advisory Committee (LPAC)<br />

LPAC is a statutory body set up in November 1985 by all 32 <strong>London</strong> <strong>Borough</strong>s and the City Corporation as a<br />

consequence of the abolition of the Greater <strong>London</strong> Council. Each <strong>Borough</strong> and the City appoints one of its<br />

Councillors to sit on LPAC. LPAC provides information and policy advice to both the <strong>London</strong> <strong>Borough</strong>s and<br />

the Secretary of State for the Environment on <strong>London</strong>-wide planning matters.<br />

Metropolitan Open Land (MOL)<br />

Strategic open space within the urban area, which is significant to <strong>London</strong> as a whole. These areas may be<br />

important in providing attractive breaks in the built-up area, providing open air facilities or containing features<br />

or landscape of historic, recreation, nature conservation or scientific value to the whole or part of <strong>London</strong>.<br />

Open Land<br />

The total resource of undeveloped and unbuilt land or green space, including countryside areas.<br />

Open Space<br />

Any open land which is used by the public or local community for outdoor recreation whether publicly or<br />

privately owned. It includes areas such as Colne Valley Park, Ruislip Woods, local parks, playing fields,<br />

children’s play areas and informal grassed areas.<br />

Permitted Development Rights<br />

Minor development which, by virtue of the General Permitted Development Order (GPDO), does not require<br />

planning permission.<br />

Planning Obligation<br />

The provision of facilities and physical improvements, by developers as part of a development proposal,<br />

consistent with the needs of the community or locality, and related to the proposed development. These may be<br />

subject to a Section 106 agreement (Town and Country Planning Act 1990).<br />

Planning Brief<br />

A statement of the land use opportunities and constraints presented by a particular site, prepared for the<br />

guidance of potential developers. It will generally give details of the site and any standards which a<br />

development should meet. A Planning Brief is supplementary to the Unitary Development Plan.<br />

Planning Permission<br />

Formal approval given by a local planning authority for development requiring planning permission (see<br />

General Development Order), usually valid for five years for a full permission or three years for an outline<br />

permission in which details are reserved for subsequent approval.<br />

Primary Shopping Areas<br />

Areas which are the focus of retail activity in the town centres and are either already generally dominated by<br />

retail shops or are areas which the Local Planning Authority considers have prime retail potential.<br />
