8.8 A new local centre has been built at Willow Tree Lane, Yeading, to meet the needs of the new<br />
residential area's additional population. The Local Planning Authority will seek to control the scale and<br />
location of further new retail development in accordance with the guidance in RPG3, the objectives set out<br />
in paragraph 2.42, the material considerations set out in paragraph 8.4 and to fulfil the functions of the<br />
different levels of the hierarchy. In assessing impact on traffic congestion (Chapter 14) and the<br />
environment (policies in Chapters 3 to 5), the Local Planning Authority will have regard to changes in trip<br />
lengths as well as to the volume of traffic likely to be generated by the development. Having regard to the<br />
scale of the proposal and the location of the site in the hierarchy, it may ask developers submitting<br />
proposals which are likely to affect the viability of existing centres or damage the pattern of local parades<br />
and corner shops which provide essential local services, (including those in neighbouring authorities) to<br />
assess the consequences in the light of PPG6 and PPG13.<br />
S1 THE LOCAL <strong>PLAN</strong>NING AUTHORITY WILL ONLY PERMIT NEW RETAIL<br />
<strong>DEVELOPMENT</strong> WHICH IS APPROPRIATE IN TYPE AND SCALE TO THE FUNCTION OF<br />
ITS LOCATION WITHIN THE SHOPPING HIERARCHY SET OUT IN TABLE 8.1 AND<br />

TAKING ACCOUNT OF THE CUMULATIVE IMPACT OF RECENT AND<br />

VIABILITY, VITALITY OR ATTRACTIVENESS OF ANY TOWN OR LOCAL CENTRE<br />
OR TO DAMAGE THE GENERAL PATTERN OF LOCAL SHOPS WHICH PROVIDE<br />
ESSENTIAL LOCAL SERVICES;<br />
WOULD NOT SIGNIFICANTLY HARM THE AMENITY OF THE SURROUNDING<br />
AREA;<br />
IS INTEGRATED INTO THE TOWNSCAPE IN TERMS OF SITING, DESIGN,<br />
LANDSCAPING AND ACCESS ARRANGEMENTS;<br />
IS EITHER WITHIN WALKING DISTANCE FOR THE MAJORITY OF POTENTIAL<br />
CUSTOMERS OR IS (OR CAN BE MADE) ACCESSIBLE TO THEM BY PUBLIC<br />
TRANSPORT;<br />
HAS A LAYOUT AND DISPOSITION ON THE SITE DESIGNED TO ENCOURAGE<br />
CUSTOMERS ARRIVING ON FOOT, BY CYCLE, OR BY PUBLIC TRANSPORT;<br />
PROVIDES SATISFACTORY PEDESTRIAN, WHEELCHAIR, CYCLE AND OTHER<br />
VEHICULAR ACCESS AND EGRESS;<br />
PROVIDES CAR AND CYCLE PARKING TO THE LOCAL <strong>PLAN</strong>NING<br />
AUTHORITY'S ADOPTED STANDARDS AS SET OUT THE APPENDIX; AND<br />
HAS NO HARMFUL EFFECT ON ROAD SAFETY AND DOES NOT WORSEN<br />
TRAFFIC CONGESTION OR DISRUPT BUS OPERATIONS.<br />
Retail Warehousing and Superstores<br />
8.9 Although the Local Planning Authority expects retail development normally to be in town or local<br />
centres, the nature or volume of the goods sold from some retail warehouses and superstores can make<br />
them inappropriate in town centre shopping areas. They are often found on the fringes of town centres but<br />
