3.4 In making alterations to the existing Green Belt boundaries, the Local Planning Authority has<br />

had regard to the provisions of PPG2 and RPG3 that Green Belt boundaries defined within existing plans<br />

should be altered only exceptionally. Deletions have, therefore, only been made to exclude areas of Green<br />

Belt which have been developed to such an extent that the land no longer performs a Green Belt function,<br />

or have been committed for such development by way of an existing planning permission.<br />

3.5 Some open areas which were originally omitted from the Green Belt have been included where<br />

the Local Planning Authority, having regard to the guidance in PPG2, considers that the land forms a<br />

logical extension to the existing Green Belt area and is capable of performing a Green Belt function.<br />

3.6 Where a road notation on the proposals map crosses or bounds the Green Belt the road is within<br />

the Green Belt.<br />

3.7 The main purposes of Green Belt policy set out in Strategic Planning Guidance for <strong>London</strong> are:<br />

- to check the unrestricted sprawl of the built up areas;<br />

- to safeguard the surrounding countryside from further encroachment;<br />

- to prevent <strong>London</strong> from merging with neighbouring towns;<br />

- to assist in urban regeneration;<br />

- The Green Belt also plays a positive role in providing access to open countryside for<br />

<strong>London</strong>'s population for recreation and other pursuits.<br />

3.8 PPG2 states that there is a general presumption against inappropriate development within the<br />

Green Belt. Any planning applications for inappropriate development that the Council is minded to approve<br />

will be treated as a departure from the development plan and would be referred to the Secretary of State for<br />

the Environment under the Town and Country Planning (Development Plans and Consultations) Directions<br />
