PUBLIC USE OF THE CAR PARKING PROVISION; AND<br />

A CONTRIBUTION TO THE ECONOMIC REGENERATION OF THE TOWN CENTRE<br />

THROUGH THE UXBRIDGE INITIATIVE.<br />

15.35 Windsor Street forms part of the Old Uxbridge Conservation Area and is the only part where there<br />

has been no introduction of modern twentieth century development into its frontage. It forms an entity in<br />

its own right and is arguably the most characterful and physically attractive part of Old Uxbridge as well as<br />

an area of substantial historical interest. It is a vital link between the Town Centre and the Mahjacks Island<br />

site and residential areas to the south. It is currently open for use by traffic but the Council is considering<br />

pedestrianisation of the street in the future using appropriate materials. Existing businesses will be serviced<br />

from rear access roads. It is recognised that St. Margaret’s Church needs vehicular access for people with<br />

mobility problems, deliveries, emergencies and some ceremonies. Therefore consideration will also be<br />

given to the access needs of the historic island site, comprising St. Margaret’s Church and the<br />

Market House.<br />

PR15 THE COUNCIL WILL CONSIDER THE PEDESTRIANISATION OF THE WHOLE OF<br />

WINDSOR STREET AS SHOWN ON THE PROPOSALS MAP, USING APPROPRIATE<br />

MATERIALS SUCH AS GRANITE SETTES AND YORK STONE PAVING TO RESTORE ITS<br />

HISTORICAL CHARACTER.<br />

Coppermill, Harefield<br />

15.36 Coppermill Lock Conservation Area provides a mixture of canalside cottages and a working<br />

canalside industrial area in a rural setting. Two sites, one in the heart of the Conservation Area and one<br />

immediately adjoining are available for redevelopment. The Harefield Rubber Company (Bell Works<br />

North) is a 1.42 ha site and includes an important group of canalside buildings dating from the early-mid<br />

19th Century, two of which are Grade II Statutory Listed. The Croda/Fishburn Inks (Park Works) site is an<br />

area of 3.24 ha set away from the canal and is now a cleared site. A Planning Brief has been prepared for<br />

these sites and adopted after public consultation in March 1989 as supplementary planning guidance. Any<br />

proposal for development should take into account the objectives and policies for the site as set out in the<br />

approved Planning Brief, the key elements of which are reflected in the following proposal.<br />

PR16 LAND AT COPPERMILL LOCK, PARK LANE, HAREFIELD IS REGARDED AS<br />

APPROPRIATE FOR A MIX OF INDUSTRIAL, RESIDENTIAL AND LEISURE USES WHICH<br />

RETAINS CANALSIDE INDUSTRIAL BUILDINGS AND REINFORCES THE TRADITIONAL<br />

CHARACTER OF THE CONSERVATION AREA. ANY PROPOSALS SHOULD TAKE INTO<br />

ACCOUNT:-<br />

THE NEED TO RETAIN EMPLOYMENT GENERATING USES AROUND THE CANAL<br />

BASIN;<br />

THE REFURBISHMENT AND FUTURE MAINTENANCE AND, WHERE<br />

CANALSIDE BUILDINGS WITHIN THE CONSERVATION AREA;<br />
