S3 THE LOCAL <strong>PLAN</strong>NING AUTHORITY WILL HELP INCREASE THE<br />

ATTRACTIVENESS OF THE BOROUGH'S TOWN CENTRES BY ENCOURAGING SUITABLE<br />

<strong>DEVELOPMENT</strong> OPPORTUNITIES AND PROVIDING, WHERE APPROPRIATE, WELL<br />

DESIGNED AND LANDSCAPED TRAFFIC FREE OR PEDESTRIAN PRIORITY AREAS.<br />

Markets and Other Retail Use of Open Land<br />

8.17 Markets currently operate in Uxbridge and Yiewsley/West Drayton, adding to the diversity of their<br />

shopping facilities. However, while they can increase the trade of a shopping centre, a large market or a<br />

regular, commercially dominated car boot sale can divert customers from established shops to the detriment<br />

of the viability of existing centres. Problems from litter, lack of storage facilities, traffic congestion and<br />

disturbance to local residents may also result. Policy S4 recognises that in principle town centres are<br />

suitable for markets. The Town and Country Planning (General Development) Order 1995 allows the use<br />

of any land for a market or car boot sale on up to 14 days a calendar year without the need for planning<br />

permission. This exemption is usually adequate for charity and other local fund-raising events. Where<br />

planning permission is required, the Local Planning Authority will have regard to Policy S5 in considering<br />

applications.<br />

S4 THE LOCAL <strong>PLAN</strong>NING AUTHORITY WILL SEEK TO RETAIN RETAIL MARKETS<br />

IN THE TOWN CENTRES OF UXBRIDGE AND YIEWSLEY/ WEST DRAYTON.<br />

S5 IN ASSESSING PROPOSALS FOR NEW OR EXPANDED MARKETS OR OTHER<br />

RETAIL USE OF OPEN LAND, THE LOCAL <strong>PLAN</strong>NING AUTHORITY WILL TAKE<br />

ACCOUNT OF:<br />

THE ACCESSIBILITY OF THE SITE PARTICULARLY FOR PEOPLE ON LOW<br />

DISADVANTAGES, INCLUDING PEOPLE WITH PHYSICAL DISABILITIES;<br />

THE SITE'S ACCESSIBILITY BY PUBLIC TRANSPORT;<br />

THE NUMBER OF STALLS;<br />

HOURS AND FREQUENCY OF OPERATION;<br />

PROVISION FOR SERVICING, INCLUDING DELIVERIES, LITTER HANDLING AND<br />

STORAGE OF STALLS AND EQUIPMENT;<br />

PARKING FOR TRADERS AND CUSTOMERS;<br />

EFFECT ON NEIGHBOURING PROPERTIES;<br />

THE EFFECT WHICH THE MARKET AND ANY TRAFFIC GENERATED WILL<br />

HAVE ON THE SURROUNDING AREA, INCLUDING IMPACT ON BUS<br />

OPERATIONS; AND<br />

THE POTENTIAL IMPACT ON ESTABLISHED SHOPPING AREAS.<br />

IT WILL, ACCORDINGLY, LOOK FAVOURABLY ON PROPOSALS WHICH ARE<br />

ACCESSIBLE AND DO NOT CAUSE HARM TO THE ENVIRONMENT OF THE<br />

SURROUNDING AREA OR TO THE VIABILITY OF EXISTING SHOPPING AREAS.<br />

Service Uses<br />

8.18 The Local Planning Authority's aim is to retain the retail function of all shopping areas to meet the<br />

needs of the area each serves. Shops grouped conveniently together assist the process of search for and<br />

<strong>London</strong> <strong>Borough</strong> of Hillingdon Unitary Development Plan
