PR22 BRUNEL UNIVERSITY CAMPUS SHALL BE RESERVED FOR <strong>DEVELOPMENT</strong><br />

ASSOCIATED WITH THE UNIVERSITY'S FUNCTIONING AS A CENTRE FOR ACADEMIC<br />

LEARNING AND RESEARCH. IN ORDER TO SAFEGUARD THE FUNCTION AND OPEN<br />

NATURE OF THE GREEN BELT ACROSS THE CAMPUS, INFILL AND <strong>DEVELOPMENT</strong><br />

WILL BE ENCOURAGED ON SITE 2 PROVIDING IT DOES NOT HARM THE<br />

ENVIRONMENT. <strong>DEVELOPMENT</strong> ON THE PREDOMINANTLY OPEN LAND ON SITE 1<br />

WILL BE ACCEPTABLE WHERE (i) THE PROPORTION OF DEVELOPED TO<br />

UNDEVELOPED LAND IS SUCH THAT THE SITE RETAINS ITS OPEN CHARACTER; (ii)<br />

THE LAND IS ABLE TO SUSTAIN ITS ECOLOGICAL AND NATURE CONSERVATION<br />

INTEREST; AND (iii) <strong>DEVELOPMENT</strong> DOES NOT DETRACT FROM RESIDENTIAL<br />

AMENITY. <strong>DEVELOPMENT</strong> OF SITE 3 AND SITE 5 WILL BE RESTRICTED TO OUTDOOR<br />

SPORT AND INFORMAL RECREATIONAL USES WHICH RETAIN THE EXISTING OPEN<br />

CHARACTER.<br />

IN CONSIDERING ANY PROPOSAL AT THE UNIVERSITY, THE FOLLOWING OBJECTIVES<br />

WILL BE TAKEN INTO ACCOUNT:-<br />

SAFETY AND SECURITY OF THE STUDENTS AND STAFF;<br />

TO PROVIDE BOTH ON AND OFF-SITE ROAD AND JUNCTION IMPROVEMENTS;<br />

TO AUGMENT EXISTING TREE BELTS ALONG THE NORTHERN AND WESTERN<br />

BOUNDARIES ON SITE 1 AND PROVIDE ADDITIONAL <strong>PLAN</strong>TING AND<br />

LANDSCAPING WHERE APPROPRIATE ELSEWHERE;<br />

TO PROVIDE ADEQUATE ON-SITE CAR PARKING;<br />

TO ENHANCE THE EXISTING FOOTPATH NETWORK ON THE CAMPUS;<br />

TO PROTECT LOCAL RESIDENTIAL AMENITY.<br />

Hillingdon Circus<br />

15.43 The Hillingdon Circus site forms the north western and north eastern corners of land at the<br />

junction of Western Avenue and Long Lane and is bounded by the existing A40 Western Avenue to the<br />

south and the proposed line of the re-routed A40 to the north. A parcel of Council-owned land immediately<br />

south of Western Avenue is also included in the site. The majority of the site falls within the Green Belt.<br />

To the immediate east and west of Long Lane lie commercial developments known as the Master Brewer<br />

and the Ruston Bucyrus sites, together with Hillingdon Station. These are outside the Green Belt and form<br />

part of the North Hillingdon Local Centre. A grant of planning permission in 1993 has recognised that the<br />

Ruston Bucyrus site is appropriate for offices.<br />

15.44 The site is included in a planning brief which was adopted in January 1990 following consultation<br />

with the public. The general strategy for the area is one of reinforcing the character of the Green Belt<br />

together with improved public access to open space areas. In the developed area, where land adjacent to<br />

Long Lane forms a break in the Green Belt, the opportunity exists for new development taking advantage<br />

of the site's location whilst respecting its visibility from adjoining green belt land and transport routes. In<br />
