CDOT Performance Data Business Plan
1.0 Introduction
1.1 PURPOSE
There are two main types of challenges associated with performance
measurement: 1) making effective use of performance data for decision-making,
and 2) ensuring that the critical processes and responsibilities for data
processing, analysis, and distribution work as effectively as possible. CDOT, like
other agencies, is facing both types. Each aspect of performance measurement –
data quality, data management, analysis tools and methods, dissemination, and
use in business process – is important to the ultimate success of the effort. In
general, agencies should determine which element(s) need more attention and
they need to develop a balanced strategy for improvement. Typically, this
strategy will require efforts on multiple fronts within CDOT including:
Measuring the right things, at a level of detail appropriate to what they will
be used for;
Taking advantage of current technologies and tools for data collection,
processing, and analysis;
Making the best possible use of existing data and legacy systems;
Enhancing tools over time to provide better decision support; and
Building the staff capability and commitment required to ensure quality
information and analyses that are used to make decisions.
The purpose of this project was to develop and deliver a Plan to improve the
Department’s management of performance information in the following areas:
identification of priority performance measures, identification of critical data for
these measures, data quality assurance and control, interfacing with a data
management system, ensuring consistency, and minimizing the burden of
reporting.
This report documents current practices and next steps for CDOT with regard to
performance measures, data governance and dashboard development.
The remainder of this report is organized in the following sections:
2.0 Stakeholder Outreach Process – Summary of outreach efforts.
3.0 Performance Measures – Details current practices, best practices, and
recommended practices related to performance measures. Included in this
section is a detailed discussion regarding data needs to support the
recommended measures.
