CDOT Performance Data Business Plan Several state DOTs have embarked on data management plans and data governance strategies in particular. They include Washington State, Minnesota, Alaska, Virginia, Georgia, California, and Colorado. Best practices that are particularly relevant to CDOT are described briefly below. Virginia DOT – Communities of Interest One of the key first steps in data governance is to establish clear roles of stakeholders. Virginia DOT assigned the following roles in the development of their data business plan: Data Steward – Owns the data business plan and its associated processes Data Architect and Data Coordinator- Designated by data steward to carry out the directorate-wide business data stewardship functions Business Owner – Responsible for a data product Data Custodian – Assigned by business owner to ensure that data services are provided in the most effective way Community of Interest – The COI at Virginia DOT is the group of people who either use the product directly, or depend on its results More information related to VDOT can be found in the NCHRP 666 report and Alaska DOT&PF Data Governance, Standards and Knowledge Management (September 2009). Minnesota DOT – User Survey to Prioritize Data Needs A web survey could be used as a precursor to the more detailed interviews to prioritize data needs. Minnesota DOT used a web survey. Examples of the questions used are provided below. MNDOT User Survey of Data and Information Priorities Purpose The Minnesota Department of Transportation (MNDOT) is using a multi-step approach for implementation of a strategic data business plan to guide the management of data programs at the department. This plan will be used to meet strategic business objectives and provide information in four core business emphasis areas: safety, mobility, preservation, and support. In support of the data business plan, this survey instrument is used to gain insight into the data and priority information needs as identified by the users of the core data programs. These users are members of the Communities of Interest (COIs) representing the core programs from the following data emphasis areas: Planning and Project Development Produce 4-4 Cambridge Systematics, Inc.
CDOT Performance Data Business Plan Operate/Maintain Support The results of this survey will help MNDOT to identify priorities for addressing the gaps and to also improve current data programs in support of the Department’s Data Business Plan. Business Areas 1. What business area are you primarily associated with? (Safety, Mobility, Preservation, Support) 2. Are you also associated with other business areas? Which ones? 3. What are the business objectives for your business area? 4. What are the priority business decisions made in your area? Role of Data 1. What data systems are used to support those business decisions? 2. For each of the data systems previously identified, please rate each data system’s ability to meet the criteria of Accuracy, Completeness, Timeliness, Validity, Coverage and Accessibility as described below: a. High – meets criteria most of the time b. Medium – meets criteria some of the time c. Low – Does not meet the criteria For each of the following criteria? – a) Accuracy – degree to which data is free from error – b) Completeness – degree to which data values exist in the data system – c) Timeliness – degree to which data is available when required – d) Validity – degree to which data is in domain of acceptable data values – e) Coverage – degree to which sample data accurately represents the entire set of data – f) Accessibility – degree to which data is easily retrievable – g) Overall – degree to which the data system meets all of the criteria listed above 1. For the systems which do not meet the Overall criteria for supporting information and business decisions, what recommendations do you have to improve system? 2.
