For each project completed in the previous quarter, flag as “on-budget” if the final cost was less than the project commitment amount. 2. Calculate on budget average as follows: ∑ “ ” 100 ∑ 3. Convert the result to a letter grade using the thresholds defined above. Update Frequency: Quarterly Additional Notes: None 9. Strategic Action Item Implementation Existing Measure: This is a new measure. Recommendation: Assign letter grade based on CDOT’s progress implementing the policies and/or action items defined in its strategic plan or similar type of document. The implementation status for each item could be categorized based on the following scale: Complete – CDOT has sufficiently addressed an action Advancing – Work on the action item is proceeding as planned Delayed – Work on the action item is delayed Dropped – The action item has been dropped and will no longer be implemented.
