paragraph 5, sub-paragraph b)). If a member of the Committee dies or resigns<br />

or declares that for any other cause he or she can no longer perform the duties of<br />

the Committee, the State Party that nominated the expert shall appoint another<br />

expert from among its own nationals for the remaining part of the term (Article 72,<br />

paragraph 6). The Secretary-General of the United Nations shall provide the<br />

necessary staff and facilities for the effective performance of the functions of the<br />

Committee. The members of the Committee shall be entitled to the facilities,<br />

privileges and immunities of experts (Article 72, paragraph 9). The committee<br />

shall among its members elect the Chairman, 3 Vice-chairman and Reporter.<br />

During the election of the members of committee the person with the majority of<br />

votes shall win. If one candidate is nominated, the Committee shall be entitled to<br />

decide the issue of his/her election positively without further procedures (Article 75).<br />

The issues to be discussed by the chairmen of the committees are focused on<br />

the technical problems, connected to exchange of information on the inter-committee<br />

and special procedures. Furthermore unofficial consultations with one or<br />

another Member States, partners of the UN and NGOs is being held.<br />

This part of the report shall include the following:<br />

a) Description of the constitutional, legislative, judicial and administrative<br />

framework governing the implementation of the Convention, and any bilateral<br />

regional or multiregional agreements in the field of migration entered into by the<br />

reporting State party; b) actual qualitative information, as disaggregated as possible,<br />

on the characteristics and nature of the migration flows (immigration, transit<br />

and emigration); c) description of actual situation as regards the practical<br />

implementation of the Convention in the reporting State and indicate the circumstances<br />

affecting the fulfillment of the obligations of the reporting State under the<br />

Convention; d) information on the measures taken by the State party for the<br />

dissemination and promotion of the Convention and on the cooperation with<br />

society in order to promote and respect the rights contained in the Convention.<br />

Second part of the report shall include information related to each Articles of the<br />

Convention, in particular implementation of the provisions of the Convention by a<br />

certain State. In order to facilitate the reporting procedure for the States parties, the<br />

document on the procedures of form and content shall include the list reflecting the<br />

sequence of information to be submitted in the report (United Nations, HRI, International<br />
