cost economizations.<br />
The Project Consultants concluded that the resultant school district—<br />
formed from the consolidation of the <strong>School</strong> District of Bruce, Ladysmith-<br />
Hawkins <strong>School</strong> District, and Weyerhaeuser Area <strong>School</strong> District—would<br />
be more cost/effective than the original school districts with a potential<br />
savings (or re-investment) of $3,000,000-$4,000,000 from the combined<br />
General Fund budgets.<br />
The Project Consultants concluded that the State of Wisconsin’s funding of<br />
consolidated school districts may well need to be reexamined and modified<br />
by the Wisconsin State Legislature. It would appear that, with the<br />
consolidation of two or more school districts, the equalized value/member<br />
of one or more of the consolidating school districts will increase beyond the<br />
current level(s) and, thereby, reduce State of Wisconsin General Fund aid<br />
to the resulting school district, elevating local mill rates and taxes above<br />
levels that existed prior to consolidation. In this instance, the actions by<br />
Wisconsin school districts to enhance organizational cost/effectiveness and<br />
expand programs and services to students served would/could actually<br />
result in penalizing the participating/consolidating school districts. Unless<br />
that circumstance is favorably addressed, the Project Consultants would<br />
recommend that the <strong>School</strong> District of Bruce, Ladysmith-Hawkins <strong>School</strong><br />
District, and Weyerhaeuser Area <strong>School</strong> District not consolidate.<br />
6.2 Alternatives<br />
The Project Consultants identified the following alternatives as available for<br />
future consideration by the <strong>School</strong> Boards and administrative leaderships<br />
