The Project Consultants concluded that Ladysmith-Hawkins <strong>School</strong><br />

District’s enrollment losses to non-public school and home school settings<br />

have had an impact on the school district’s student enrollment base and<br />

finances, though the educational enterprise fares much better in reenrolling<br />

non-public school students at the high school level.<br />

The Project Consultants concluded that Weyerhaeuser Area <strong>School</strong><br />

District’s enrollment losses to non-public and home school settings have<br />

been negligible in their student and/or financial impact on the organization.<br />

2.8 Census Information<br />

The Project Consultants reviewed demographic information from the United<br />

States Census Bureau and the State of Wisconsin on Rusk County—as<br />

well as the Village of Bruce, City of Ladysmith, Village of Hawkins, and the<br />

Village of Weyerhaeuser—to ascertain whether or not conditions existed<br />

which would be likely to reverse trends experienced by the <strong>School</strong> District<br />

of Bruce, Ladysmith-Hawkins <strong>School</strong> District, and Weyerhaeuser Area<br />

<strong>School</strong> District.<br />

The population of Rusk County declined from 15,347 residents in 2000 to<br />

15,054 residents in 2006, a loss of -293 residents or -1.9%. During that<br />

span of time, the State of Wisconsin’s population increased by +3.6%. The<br />

2004 median household income in Rusk County was $34,468 (State of<br />

Wisconsin was $46,142). In 2004, the number of individuals living below<br />
