past student enrollment declines, persistent cost escalations, past budget<br />

reductions, probable future budget reductions, and the inherent losses of<br />

programs, services, and staffing, there is value in considering the merits<br />

(and demerits) of structuring a more collaborative and cooperative working<br />

relationship among the three school districts—including the possibility of<br />

consolidation—in the future. In order to facilitate effective decision-making<br />

on the part of the three <strong>School</strong> Boards and District Administrators, there is<br />

a significant need for and value in commissioning a Consolidation<br />

Feasibility Study by an experienced, school-based, independent third<br />

party neutral firm.<br />

It is to be noted that the status of Weyerhaeuser Area <strong>School</strong> District is<br />

particularly precarious, given the organization’s diminutive critical student<br />

mass (district size) and history of continuous student enrollment decline.<br />

As a consequence, Weyerhaeuser Area <strong>School</strong> District’s District<br />

Administrator and <strong>School</strong> Board have enthusiastically agreed to participate,<br />

simultaneously, in two Consolidation Feasibility Study projects<br />

involving—in the first instance—the <strong>School</strong> District of Bruce, Ladysmith-<br />

Hawkins <strong>School</strong> District, and Weyerhaeuser Area <strong>School</strong> District and—in<br />

the second instance—the <strong>School</strong> District of Chetek and Weyerhaeuser<br />

Area <strong>School</strong> District.<br />

Roger Worner Associates, Inc. determined that the <strong>School</strong> Boards and<br />

District Administrators were in a position to verify that the needs of the<br />

<strong>School</strong> District of Bruce’s, Ladysmith-Hawkins <strong>School</strong> District’s, and<br />

Weyerhaeuser Area <strong>School</strong> District’s Consolidation Feasibility Study<br />

also included the following:<br />
