over the same span of time—easily offset revenue losses.<br />
The Project Consultants determined that Ladysmith-Hawkins <strong>School</strong><br />
District has been a prudently-managed educational organization. The<br />
<strong>School</strong> Board, District Administrator, and business administrative staff of<br />
the school district have managed the enterprise effectively during a time<br />
period when the organization has been experiencing variable student<br />
enrollment (decline and increase).<br />
Table 5-W reveals that Weyerhaeuser Area <strong>School</strong> District’s General Fund<br />
revenue decreased from $2,410,082 in 2001-02 to $2,259,342 in 2007-08,<br />
a decrease of -$150,740 or -6.3%. Within the same six year span of time,<br />
the school district’s General Fund expenditures increased from $2,142,379<br />
in 2001-02 to $2,220,972 in 2007-08, an increase of +$78,593 or +3.7%.<br />
Between 2001-02 (base year) and 2007-08, the school district’s General<br />
Fund balance decreased from $919,436 to $299,212, a decline of<br />
-$620,324 or -67.5%.<br />
The Project Consultants observed that Weyerhaeuser Area <strong>School</strong> District<br />
operated balanced General Fund budgets in five of the seven years from<br />
2001-02 through 2007-08. In the three most recent years reported in Table<br />
5-W, Weyerhaeuser Area <strong>School</strong> District operated imbalanced General<br />
Fund budgets in 2005-06 and 2006-07, while the 2007-08 General Fund<br />
budget was balanced. Over the six year span of time from 2001-02 (base<br />
year), the school district’s General Fund revenue declined an average of<br />
-1.5%/year.<br />
