of P-K-12 school districts (involving nearly 1,000 school districts), including<br />
numerous multi-school district studies in which participating school<br />
organizations considered enhanced collaboration/cooperation,<br />
restructuring, or consolidation as viable options for preserving and<br />
protecting school, community, student, program and service, staffing, and<br />
facility assets.<br />
It was determined the Consolidation Feasibility Study would include<br />
analyses of the school districts’ enrollments, enrollment trends, programs,<br />
services, staffing, facilities, and related organizational components. The<br />
study was designed to gather and analyze multi-school district data,<br />
present findings, draw conclusions, identify alternatives, and prepare<br />
recommendations that would be valuable for the District Administrators and<br />
<strong>School</strong> Boards of the <strong>School</strong> District of Bruce, Ladysmith-Hawkins <strong>School</strong><br />
District, and Weyerhaeuser Area <strong>School</strong> District in delineating preferred<br />
courses of action for the future.<br />
The timetable for the Consolidation Feasibility Study spanned<br />
approximately 4½ months, commencing on or about July 30, 2008 and<br />
concluding on or about December 15, 2008. (It is to be noted that the<br />
contract document was not executed until August 11, 2008 and the first<br />
meeting with the school districts’ leaderships did not occur until August 20,<br />
2008).<br />
1.1 Need for the Study<br />
The leadership of the <strong>School</strong> District of Bruce, Ladysmith-Hawkins <strong>School</strong><br />
District, and Weyerhaeuser Area <strong>School</strong> District recognize that, as a result<br />
of the organizations’ small critical masses by State of Wisconsin standards,<br />
