The Project Consultants concluded that Weyerhaeuser Area <strong>School</strong><br />

District’s fund balance was diminutive in 1996-97 and has continued to<br />

erode, over time, is strikingly below the average of all State of Wisconsin<br />

school districts, likely will marginally improve as a result of local patrons’<br />

authorization for the school district to exceed revenue caps, and, then over<br />

time, will continue to decline as General Fund revenue diminishes with the<br />

erosion of student enrollment. The Project Consultants further concluded<br />

that Weyerhaeuser Area <strong>School</strong> District’s fund balance is cost/ineffectively<br />

low.<br />

3.6 Property and Tax Data<br />

The Project Consultants examined select property and tax data for the<br />

<strong>School</strong> District of Bruce, Ladysmith-Hawkins <strong>School</strong> District, and<br />

Weyerhaeuser Area <strong>School</strong> District, employing the Wisconsin Department<br />

of Public Instruction’s financial data records.<br />

Table 9-B delineates the <strong>School</strong> District of Bruce’s 2006-07 equalized value<br />

was $275,745,570, and the district’s equalized value/member was<br />

$435,617. (Over the five year span of time from 2001-02 to 2006-07, the<br />

<strong>School</strong> District of Bruce’s equalized value/member increased from<br />

$265,353/member to $435,617/member, a gain of +$170,264/member or<br />

+64.2%).<br />

The 2006-07 mill rate for the <strong>School</strong> District of Bruce was $6.98 (per<br />

$1,000 of valuation). (Over the five year span of time from 2001-02 to<br />

2006-07, the <strong>School</strong> District of Bruce’s mill rate decreased from $9.90 to<br />

$6.98, a decline of -$2.92 per $1,000 of valuation or -29.5%).<br />
