The school districts have a need to provide programs, services,<br />

staffing, and facilities that are cost/effectively operated within the<br />

financial parameters of the school districts’ budgets.<br />

The school districts have a need to insure that programs, services,<br />

staffing, organizational configurations, methodologies, delivery<br />

systems, and facilities will be enhancing to the teaching/learning<br />

processes in the future and increase the probability the organizations<br />

will retain or, if possible, expand their marketshares of mobile<br />

families, parents, and students who choose to locate/reside in the<br />

school districts and their communities.<br />

The school districts have a need to provide quality programs,<br />

services, staffing, and facilities that will accommodate the short-term<br />

and long-term educational (academic), extra-curricular, co-curricular,<br />

recreational, social, and support programs and services for and fulfill<br />

the needs, expectations, and interests of the communities’ preschool,<br />

school-aged, and adult populations.<br />

The school districts have a need to preserve and protect vestiges of a<br />

comprehensive array of programs, services, staffing, and facilities<br />

during a span of time when both student enrollments and community<br />

populations are experiencing decline.<br />

1.2 Methodology<br />

At the time of the initiation of the Consolidation Feasibility Study, the<br />

Project Consultants delineated methodological procedures to address the<br />
