Affected Environment and<br />

<strong>Environmental</strong> Consequences<br />

Introduction<br />

This chapter presents the affected environment and the environmental<br />

consequences and mitigation measures of the proposed project. The analysis of<br />

environmental consequences is based on the conceptual designs for wetland<br />

restoration presented in the previous chapter. Each of the restoration alternatives<br />

and the No-Action Alternative are analyzed in terms of the following resource<br />

topics:<br />

• Section 3.1, Geology, Soils, and Paleontology;<br />

• Section 3.2, Surface-Water Hydrology, Tidal Hydraulics, and Sedimentation;<br />

• Section 3.3, Water Quality;<br />

• Section 3.4, Public Health and Safety;<br />

• Section 3.5, Biological Resources;<br />

• Section 3.6, <strong>Land</strong> Use and Public Utilities;<br />

• Section 3.7, Agricultural Resources;<br />

• Section 3.8, Recreation;<br />

• Section 3.9, Hazardous Substances and Waste;<br />

• Section 3.10, Traffic and Transportation;<br />

• Section 3.11, Air Quality;<br />

• Section 3.12, Noise;<br />

• Section 3.13, Cultural Resources; and<br />

• Section 3.14, Aesthetics.<br />

The focus of the analysis of environmental consequences is limited to the<br />

determination of whether the restoration alternatives would result in a<br />

“significant effect on the environment,” according to CEQA, or would<br />

“significantly affect the quality of the human environment,” according to NEPA.<br />
