(NWPCo.) is the operator. NWPCo. expects to operate six trains per day through<br />

the site following a start-up period. No substantial changes to the frequency of<br />

rail crossings would occur under the No Action Alternative.<br />

Conclusion: No <strong>Impact</strong>.<br />

Action Alternatives<br />

<strong>Impact</strong> T-1: Change in LOS at Important Intersections and<br />

Roadway Segments during the Construction Phase<br />

Proposed Project<br />

Restoration activities would increase the number of vehicle trips to the Project<br />

site during the site preparation phase. As a worst-case, this would generate up to<br />

approximately 163 on-Highway truck and personnel vehicle trips on local<br />

roadways on a daily basis during the early phases of Project construction.<br />

Because this Project traffic would be phased throughout the day in compliance<br />

with a traffic control plan prepared for the Project (see Mitigation Measure TN-<br />

MM-1 below) and would be temporary in nature, Project traffic would neither<br />

substantially degrade the level of service at area intersections such that it would<br />

exceed the County’s level of service standards of LOS D, nor increase the critical<br />

movement delay by five (5) or more seconds at intersections operating at LOS E<br />

or F. Project traffic would also neither substantially degrade the level of service<br />

on roadway segments or freeway ramps such that it would exceed the County’s<br />

level of service standard of LOS C, nor cause an increase of five percent (0.05)<br />

or more in the existing volume-to-capacity ratio on local roadway segments<br />

already operating at an unacceptable LOS. However, construction vehicles<br />

entering or exiting the site could result in temporary lane closures or cause<br />

temporary delays or stoppage of through traffic in the Project vicinity, which<br />

could adversely affect local traffic circulation. Effects potentially could be<br />

significant, particularly during peak hours.<br />

To minimize these impacts, SLT shall require the construction contractor to<br />

implement Mitigation Measure T-MM-1.<br />

Mitigation Measure T-MM-1: Prepare and Implement a Traffic<br />

Control Plan<br />

SLT shall develop a traffic control plan to minimize the effects of construction<br />

traffic on adjacent land uses. The traffic control plan will identify all route<br />

restrictions, signage, striping, detours, flagging operations, and/or other devices<br />

used during construction to guide motorists safely through the construction zone.<br />

In addition, the plan would include provisions for coordinating with local<br />

emergency service providers regarding construction times and locations of lane<br />

closures. Implementation of the traffic control plan is expected to reduce the<br />

Project’s impacts on level of service, traffic flow, and safety to less than<br />

significant. SLT will be responsible for monitoring to ensure that the plan is<br />
