Executive Summary<br />

Relationship between Short-Term Uses of the<br />

Environment and the Maintenance and Enhancement<br />

of Long-Term Productivity<br />

Short-term uses of the environment that would occur with restoration include the<br />

impacts on existing wetlands and habitat and those from other constructionrelated<br />

activities. However, in the long term, the site is expected to be<br />

substantially more productive for habitat and wildlife values.<br />

Areas of Controversy<br />

During the scoping process, CDFG held a public meeting to introduce interested<br />

members of the public to the project and to solicit public input. The meeting was<br />

held on October 15, 2007 in conjunction with the publication of NOP. The NEPA<br />

scoping period officially began with the publication of the NOI in the Federal<br />

Register on January 25, 2008. Prior to publication of the NOI, informal scoping<br />

was conducted in conjunction with SLT and CDFG, and a scoping notice was<br />

distributed to applicable agencies and members of the public. The public scoping<br />

period for this document ended February 28, 2008.<br />

Public comments received both at the meeting and in response to the scoping<br />

notice for the NOI were recorded for consideration during the restoration<br />

planning process. In addition, participants were encouraged to submit written<br />

comments to the project sponsors during the public comment period. The scoping<br />

process and other consultations undertaken for the proposed project are discussed<br />

in Chapter 5, Public Involvement and Scoping.<br />

Key issues of public concern regarding the proposed restoration that were<br />

identified during the scoping process include the following.<br />

• <strong>Sonoma</strong> Marin Area Rail Transit<br />

• San Francisco Bay Trail<br />

• Black Point Sports Club<br />

The Draft EIR/EIS was published on August 28, 2009, and public comments<br />

were accepted during the public comment period from August 28, 2009 to<br />

October 13, 2009. In addition, a public hearing on the project was held on<br />

September 22, 2009. Public comments received at the meeting were recorded and<br />

participants were encouraged to submit written comments to the project sponsors<br />

during the public comment period.<br />

The key issue of public concern regarding the Proposed Project that was<br />

identified during the public review process for the Draft EIR/EIS consisted of the<br />

fate of the Black Point Sports Club. All public comment (written and oral) that<br />

were received during the public comment period are included in Appendix A.<br />

Appendix B provides the responses to the public comments. All comments were<br />

considered in the preparation of this Final EIR/EIS.<br />
