effectively implemented by the construction contractor. Depending on specific<br />

conflicts identified, the construction traffic control plan willmay include<br />

measures such as:<br />

• Limit lane closures on streets to the immediate vicinity of work areas.<br />

• Install standard construction warning signs in advance of construction<br />

activities that affect area roadways.<br />

• Provide access for driveways and private roads outside the immediate<br />

construction zone by using steel plates or temporary backfill if needed.<br />

• Provide crossing guards or flagpersons as needed to avoid traffic conflicts.<br />

• Notify and consult with emergency service providers and provide emergency<br />

access by whatever means necessary to expedite and facilitate the passage of<br />

emergency vehicles.<br />

• Prohibit mobilization and demobilization of heavy construction equipment<br />

during AM and PM peak traffic hours.<br />

• Prohibit truck traffic (spoils haulage and materials deliveries) during AM and<br />

PM peak traffic hours.<br />

Conclusion: Less than Significant with Mitigation.<br />

Full-Tidal Alternative<br />

Potential changes in LOS at important intersections and roadway segments<br />

during the construction phase under the Full-Tidal Alternative would be the same<br />

assimilar to those described above for the Project. This is a potentially significant<br />

impact that can be reduced to a less-than-significant level through the<br />

implementation of Mitigation Measure T-MM-1.<br />

Conclusion: Less than Significant with Mitigation.<br />

<strong>Impact</strong> T-2: Change in LOS at Important Intersections and<br />

Roadway Segments during Post-Construction Operation<br />

Proposed Project<br />

Upon completion of construction, a minimal number of trips to the site would be<br />

required for maintenance and monitoring activities and for access to the Bay<br />

Trail and interpretive center. The number of additional trips attributable to<br />

maintenance and monitoring and increases in recreational users would be small<br />

compared to the existing volume of traffic at local intersections and on local<br />

roadway segments and freeway ramps. In 2007/2008, the Refuge received<br />

approximately 6,500 visitors. <strong>Impact</strong>s on traffic circulation attributable to<br />

operation of the Project are considered less than significant because service<br />
