Section 3.12. Noise<br />

Storm Water Pump Operations<br />

Electric drainage pumps ranging in size from 15 hp to 160 hp would be used on<br />

the Project site. Under the Project two 160 hp pumps would be installed along<br />

Reclamation Road, approximately 4000 feet apart. One 15 hp pump would be<br />

installed approximately 4,500 feet away from the nearest 160 hp pump. The Bay<br />

Trail would be extended adjacent to the individual pump locations, and the noise<br />

level at 10 feet would be about 96 dBA, attenuating to 82.1 dBA at 50 feet<br />

(Hoover and Keith 1996). Under the Full-Tidal Alternative, one 160 hp pump<br />

would be installed in the area between the Highway 37 levee and Highway 37,<br />

and the noise level from 50 feet would be 82.1 dBA.<br />

Thresholds of Significance<br />

Criteria used for determining the significance of a noise impact are based on the<br />

State CEQA Guidelines and professional standards and practices. <strong>Impact</strong>s were<br />

considered significant if an alternative would:<br />

• result in a substantial permanent increase in ambient noise levels in the<br />

project vicinity above levels existing without the project; or<br />

• result in a substantial temporary or periodic increase in ambient noise levels<br />

in the project vicinity above levels existing without the project.<br />

<strong>Impact</strong>s and Mitigation Measures<br />

No -Action Alternative<br />

Under the No -Action Alternative, only limited construction would occur. Nnoise<br />

impacts would occur. Furthermore, ambient sound levels in the project area<br />

would be slightly less thanlevels are expected to be similar to current conditions<br />

since. Hunting at the Black Point Sports Club use of the Dickson Ranch would be<br />

discontinued prior to transfer of the property to CDFG and public waterfowl<br />

hunting would be allowed. Other recreational activities would generate only very<br />

low levels of noise. Agricultural practices may continue on portions of the<br />

property managed by USFWS; however, it is not expected that there would be an<br />

increase in noise above current levels. Therefore, there would be no adverse<br />

impact.<br />

Conclusion: No <strong>Impact</strong>.<br />
