Section 3.10. Traffic and Transportation<br />

State Regulations<br />

The California Department of Transportation (Caltrans) is responsible for<br />

conditions on all State Highways, including planning, designing, constructing,<br />

operating, and maintaining state-owned roadways. Within the area of the<br />

Proposed Project, the Caltrans District 4 Intergovernmental Review/California<br />

<strong>Environmental</strong> Quality Act (IGR/CEQA) Branch is responsible for the review of<br />

Traffic <strong>Impact</strong> Studies for projects affecting State Highways (e.g., studies<br />

prepared as part of CEQA reviews).<br />

CalTrans issues permits for projects affecting the Right of Ways (ROWs) of<br />

state-owned roadways and for encroachment on land within its jurisdiction to<br />

ensure:<br />

• The proposed encroachment is compatible with the primary uses of the<br />

state highway system<br />

• The safety of the permittee and highway users, and<br />

• Protection of the state’s investment in the highway system.<br />

Activities within, under, or over a state highway ROW require an encroachment<br />

permit.<br />

Local Regulations<br />

Counties are responsible for planning, designing, constructing, operating and<br />

maintaining local public roadways within their jurisdictions. The <strong>Sonoma</strong> County<br />

Code of Ordinances, Section 15-8 provides for encroachment permits for work<br />

encroaching on any county highway. Encroachment permits are issued by the<br />

Permit and Resource Management Department for any work that would encroach<br />

on a County ROW.<br />

The <strong>Sonoma</strong> County Transportation Authority (SCTA) is the local congestion<br />

management agency (CMA). The SCTA partners with other agencies to improve<br />

transportation in the County, including Highway 101, local streets, transit,<br />

bicycle and pedestrian facilities, and develops plans and policies addressing<br />

transportation within the County.<br />

Roadway Network<br />

Regional Access<br />

Regional access to the Project site is provided by U.S. Highway 101 (US-101)<br />

and Highway 37. US-101 is a principal north–south freeway that connects the<br />

Project site to <strong>Sonoma</strong> County to the north and the San Francisco Bay Area to the<br />

south. Highway 37 extends east from US-101 in Novato to Interstate 80 (I-80) in<br />

Vallejo.<br />
