No -Action Alternative<br />

Under the no-action alternative there would be noonly limited changes in plant or<br />

wildlife habitat at the Project site. The No-Action Alternative relative to the<br />

baseline conditions. Agricultural use of the area south of the railroad tracks (oat<br />

hay production) would therefore notcease, and the area would be managed as<br />

seasonal wetlands. This change in management may result in loss of disturbance<br />

of habitat, nor would any beneficial impacts to plant and animal species occur.a<br />

shift in the vegetation community in this area.<br />

This evaluation assumes that some level of non-native plant eradication, pumping<br />

and periodic maintenance of the stormwater drainage ditches will continue.<br />

Maintaining the Sears Point parcel in its present condition would result in no<br />

impacts effects on fish and aquatic species in San Pablo Bay and Tolay Creek.<br />

The existing fish habitat at the site would be unaffected.<br />

Conclusion: No <strong>Impact</strong>.<br />

Action Alternatives<br />

Overall impacts to habitat types occurring as the result of either the proposed<br />

action or the Full Tidal Alternative are listed below in Table 3.5-34.<br />
