7.3 Munno Para Train Station and Environs/Karri Street The Munno Para Railway Station has development on only one side of the railway line (the east) which means its catchment is only half what it should be. With the future development of broadhectare land north of Curtis Road, this circumstance will change. A railway station presents an opportunity to provide a focus point for the neighbourhood. A TOD has particular potential to be facilitated at this location as the LMC own the local shops at Munno Para and are willing to move them to the TOD. The station could also become a commuter parking location, particularly if the station has express trains stopping at the station. With the future B-12 school to be developed to the west of the station and DECS having a curriculum delivery model in the northern suburbs of senior students potentially needing to go to a secondary school at Gawler, Elizabeth or Salisbury to access a certain subject, rider numbers on the trains should increase throughout the day. With an additional 12,600–16,300 persons to reside in Blakeview, NEXY to be built to provide faster access to the CBD as well as the B-12 school to be constructed north of Curtis Rd, a direct link across Main North Road and the Adelaide–Gawler railway is considered essential. Karri Street (as it exists) has a curved alignment and is not wide enough to handle the likely increase in traffic volumes. A direct access from the Blakeview side of Main North Road to and across the railway and onto a future TOD is desirable so that users of the road understand it goes somewhere useful. This will require a new road to be built south of Karri Street. The proposed four way intersection at Main North Road has received in principle agreement from DTEI and DOTARS. Detailed structure planning and planning policy needs to be applied in order to achieve these key outcomes. Discussions with DTEI has lead to an underpass being the preferred crossing method of the railway line. This will push the main street component of the TOD at least 150m to the west of the railway line. The railway station will need to be relocated to the south of its current location. 7.4 Curtis Road Curtis Road is expected to be the main entry point for the greenfield residential area north of Curtis Road. Vehicular access is expected to largely come from Main North Road with some people coming from the west off Heaslip Rd (NEXY in the future) and some from the south via Peachey Road. 7.5 New School Sites The proposed new school site is located on portion of Kooranowa Reserve. The new school will become a symbol of new investment within the Peachey Belt, and a major community facility which ultimately should become a focus of the community. In recognition of the role the new school will play, it is considered desirable if the major school building be sited and designed as an icon building that creates both visual interest and status to the building. As such it is proposed to introduce policies which: - promote the establishment of an iconic building, in terms of building height and siting; - encourages two storey built form; - encourages minimal street setbacks; - encourages the siting of buildings in locations which terminate vistas. 8.0 GOVERNMENT AGENCY CONSULTATION Extensive consultation occurred with state agencies in the preparation of the Playford Alive Master Plan and Blakeview Structure Plan. Preliminary background reports were distributed, and invitations given to attend key workshop/design charette sessions. Those specific agencies which were actively consulted include: • Land Management Corporation (LMC); • Department for Families and Communities (DFC); • Transport Services Division of the Department for Transport, Energy and Infrastructure; • SA Water; • Planning SA; • Department for Education and Childrens Services (DECS); The community engagement process undertaken for the release of the Playford Alive Master Plan provided a range of opportunities for the community, organisations and business to provide feedback. The Master Plan consultation process is the first stage of an ongoing community engagement strategy for the Playford Alive Urban Renewal Project. Community interest and project understanding was promoted through the Playford Alive Getting On With It newsletter delivered to over 8,000 households in the target area as well as with a set of information sheets about the different neighbourhood areas and key elements of the plan. Media announcements and the project website were also used to promote information about Playford Alive. Approximated 1,136 people were involved in consultation activities which included: • a briefing for elected members of the City of Playford; • four Housing SA workshops; • consultative forums with the Imagine Peachey Project Team; Para West Campus students; Playford Tavern patrons; Northern Area Business Enterprise Centre members; local youth and through the Community Information Trailer; • workshops with public and private service providers as well as Aboriginal Service providers; • coffee, cake and chat sessions at a shop front location in the Davoren Park Shopping Centre; • lunch and chat community event attended by over 150 people; • public displays both staffed and static at a number of locations within and external to the project area; • a project feedback form with 90 respondents; • telephone and email enquiry facilities. No additional consultation has occurred in the preparation of this DPA, other than extensive ongoing dialogue with Planning SA concerning policy formulation.
