In planning for the provision of new services it is important to determine the nature and capacity of
existing services which may be used by the new community, particularly those at the district and
regional level.
Planning also requires appropriate consideration of:
• ensuring reasonable access to new services;
• the timing of new services to cater for the new population; and
• the existing demand for and potential deficiency of services.
As a guide, a population of 40,000 people requires the following services and facilities:
• an additional 80-100 hospital beds; • access to multiple primary schools;
• a district level community health centre; • access to multiple high schools;
• nursing home/hostel facilities (multiple); • access to out of school hours care;
• a community centre with access for all age groups; • access to housing advice / referral
service;
• an integrated childcare service (multiple); • access to respite service;
• a pre-school service (multiple); • access to a District library.
• a family support and child protection service;
Given the range of facilities and services likely to be required, it is important that from a structure
and policy planning perspective either key locations/sites are nominated, or policy is sufficiently
flexible to enable the establishment of such facilities within the new zones.
