9 Development should be a mixture of one and two storey detached, semi-detached, group dwellings and single storey aged persons and special needs housing in suitable areas. 10 Development within established areas with a lower amenity level should contribute to the upgrading and enhancement of those areas. 11 Individual housing developments comprising more than 30 dwellings should contain a mix of housing types and sizes, and be designed to reduce the apparent scale of the development. 12 Development adjoining the railway reservation should be designed to mitigate any negative impacts. 13 Development should not involve the creation of residential allotments that will require direct vehicular access from and to Craigmore and Bentley Roads. 14 Open space should be of a linear form connected to major open space areas, centres or schools whether by exclusive reserves, links between culs-de-sac or along non-residential access roads, and to public transport stops. Former Smithfield Township 15 Development in the old Smithfield township, defined in Map/Play 32, should comprise primarily a range of single-storey dwellings which promote a consistent patterning of buildings to the street and a built character sympathetic with that formerly characterising the township, where buildings: (a) (b) (c) are set close to and oriented regularly with its public road frontage; comprise simple low-scale regular structures, with an emphasis on gable roof forms and verandahs; and exhibit natural earthy or neutral tones and avoid striking feature brick or timber finishes. Separation of Land Uses 16 Development involving sensitive land uses, including land division, 50 metres or less from the Rural, Horticulture, Horticulture West, Light Industry, Light Industry A, General Industry, General Industry A or Industry (Virginia) Zones should seek to minimise potential conflict between urban uses and rural/industrial uses by: (a) (b) (c) (d) creating a land uses or landscaped buffer to provide sufficient separation for sensitive uses; creating allotments of a suitable size and shape so as to accommodate both the intended use as well as a landscaped buffer; designing and orientating the development to provide sufficient protection; and utilising suitable sound insulation methods such as double-glazing to windows, roof and wall insulation, and minimising the number of wall openings facing the noise source. 17 Provision of a linear buffer along transport corridors and adjacent rural and industrial zones capable of: (a) (b) functioning as an effective physical and landscape buffer between rural/industrial areas and living areas; and accommodating any appropriate buffer land uses which are compatible with a range of industrial and rural uses including horticultural activities. Complying Development 18 Those kinds of development listed in Table Play/3, together with the following kinds of development (including combinations thereof, or more than one of a particular kind), are complying in the Residential (Plains) Zone subject to compliance with the conditions prescribed in Table Play/1, other than in respect of development: (a) within the old Smithfield township as defined in Principle 15;
(b) (c) (d) (e) (f) (g) which is erected, added to or altered on any land so that any portion of such building is erected, added to or altered nearer to the existing boundary of a road, or to the boundary of any land shown as being required for road widening on the Plan deposited under the provisions of the Metropolitan Adelaide Road Widening Plan Act, 1972-1976, than the distance prescribed for each road, or portion thereof, in Column 3 of Table Play/2; comprising of new dwellings on a site with a frontage to Main North Road, John Rice Avenue, Philip Highway Yorktown Road, Somerset Grove, Craigmore Road, Hogarth Road; within 10 metres (or 5 metres for a masonry fence or a swimming pool) of the main trunk of a significant tree on the subject or on an adjacent site; within 6 metres of the top of a bank of a watercourse located on private property; other than in relation to a swimming pool, on a site within 30 metres of a centre, commercial, industry, institutional or rural zone; or other than in relation to a swimming pool, on a site within 30 metres of a railway reservation.
