Policy Recommendations • amend the Residential (Regeneration) Zone to vary existing/introduce new policy, in order to encapsulate the urban design and land use outcomes arising from these investigations and include specific concept plans relating to key areas including the Smithfield Plains High School site and the Davoren Park Primary School site. Horticulture Zone Overview The far northern portion of the Area Affected (north of Fradd Road) and the broadhectare land located south of Petherton Road is located within the Horticulture Zone. Policy Intent The policies of the Horticulture Zone promote horticultural/rural uses of land, together with ancillary activities. Policy Deficiencies The existing policy does not promote or facilitate any form of urban development. Policy Recommendations That portion of the Horticulture Zone located within the Area Affected be included in the new Residential (Playford) Zone. Local Centre Zone Overview The Area Affected comprises three Local Centre Zones within the Peachey Belt, one at Andrews Farm and one at Munno Para. Policy Intent The policies of the Local Centre Zone promote the development of services directed to the local community and include concept plans for each existing centre. Policy Deficiencies Investigations have determined the advantages of upgrading the existing centre at Davoren Park to a Neighbourhood Activity Centre. As such policies relating to this existing centre need to be removed. At the same time, four new Local Centre locations are warranted which means that specific policy for these new centre locations need to be formulated in order to ensure appropriate urban design and land use mix. Concept plans for existing Peachey Belt centres reflect 1960’s urban design philosophies based on designing for the car. This is not consistent with the urban design approach sought to be implemented by the Playford North Master Plan and supported by these investigations. • existing concept plans and policies for the remaining two Local Centres within the Peachey Belt be amended to encourage the comprehensive redevelopment of these centres to a form which provides more active and vibrant uses and urban design outcomes that make the centres more functional and a more attractive place to visit; • the existing Local Centre at Munno Para will be encapsulated within the new neighbourhood Activity Centre Zone and in particular the TOD Precinct. Neighbourhood Centre Zone Overview The retail analysis recommends the creation of several new Neighbourhood Centre Zones. Opportunity exists to expand the application of the existing Neighbourhood Centre Zone or create a new zone. Policy Intent The majority of the existing Neighbourhood Centre Zone policies apply to Angle Vale. Further, the general floor area provisions expressed in the zone are too general to be applied to the specific floor area distributions recommended by the retail analysis. Policy Recommendations It is recommended that a Neighbourhood Activity Centre Zone be established and appropriate policy/concept plans prepared for each centre. The relevant neighbourhood centre BDP module can be used as a framework for the new zone. 9.4 Housing Diversity Desired Outcome The preceding investigations have determined the desire to encourage an increased diversity of housing forms throughout the Area Affected, in order to provide additional housing choice, to provide additional means to achieve affordable housing and to better match housing stock with household size and type. Policy Issue While the current Development Plan contains a range of policies that promote housing diversity, there are also a number of policies that can inhibit attainment of such. These policies refer to compatibility with existing character, rather than strongly advocating alternate housing forms, typical of the norm. Whilst such a policy approach may be reasonable within established areas, such requirements are unnecessary in broad hectare areas. Policy Response New policies should be included within the new zones in order to specifically promote diverse housing, address its built form, and establish general locational criteria for particular dwelling types (such as mews housing and laneway development). 9.5 Housing Density Desired Outcome The broad hectare areas of the Area Affected, having only minimal interface with established residential areas, has no particular character to which it should conform.
