South: Forming the southern boundary of the project area is Womma Road, an arterial road providing a connector between the proposed NEXY route and Main North Road. Further south is the Elizabeth West Industrial Area and the Elizabeth Regional Centre which provides higher order shopping, civic and community facilities servicing a majority of residents within the City of Playford. 5.11 Health Effects The primary health considerations related to the establishment of housing and/or increasing housing density adjacent to rail and road infrastructure. Such infrastructure can generate significant levels of noise which can have flow on health effects. The incorporation of policy which includes minimum performance standards for attenuation is considered an appropriate means to investigate this risk. Site contamination investigations have provided a relatively high degree of comfort that there is minimal contamination and therefore health risk associated with the development of broadhectare land. 6.0 LAND USE ANALYSIS-STRUCTURE PLANNING 6.1 Urban Design The key urban design principles underpinning the Playford North Master Plan and Blakeview Structure Plan which are supported by this DPA include: • solar orientation of dwellings; • Water Sensitive Urban Design (WSUD) and water re-use; • accessibility and walkability to, from and through the future development areas; • connectivity and permeability through the development areas; • provision for a future TOD to reduce car use and promote sustainable living; • provision for mixed use developments to increase opportunities for social interaction; • community safety through adherence to Crime Prevention Through Environmental Design (CPTED) principles; • provision of opportunities for active and passive recreation; • provision of multi-use open spaces; • promotion of liveability through the development of attractive and well-used living environments. 6.2 Residential The Area Affected displays two key and distinct features, these being: • broadhectare land which is primary in the ownership of the LMC, which is capable and well suited to accommodate a new master planned residential community, with strong linkages with the surrounding suburbs and facilities; • established residential areas, the older areas of which are suffering from social disadvantage and in clear need of urban regeneration/renewal. In relation to the broadhectare areas, it is anticipated that approximately 40,000 person could be accommodated. Given that all of the broadhectare land is located within the UGB, the demonstrated strong demand for residential land, together with the need for diverse and affordable housing product there appears clear justification to introduce appropriate residential zoning for all broadhectare land within the Area Affected. Whilst most the broadhectare land is already zoned for residential development, these investigations have determined a clear need to revise the existing policies in order to facilitate the delivery of additional urban development which: • ensures development is sequenced and staged in order to ensure the orderly development of the land, with land development matched to infrastructure provision; • achieves best practice in urban design land development and the building of new communities, in accordance with the principles of new urbanism; • ensures adequate provision is made for all essential non-residential uses, including public open space, wetlands, employment lands, educational/community facilities and activity centres. Master planned communities generally provide the opportunity to establish the necessary infrastructure and amenity in order to facilitate and achieve a broad range of housing diversity and density. Similar opportunities exist in this instance. In particular, the following key existing/future possible features provide specific opportunity for housing diversity and density: • the overall concept of creating walkable communities which bring more residents in close proximity to services, which reduces the need for car usage/ownership; Playford North DPA -84- Jul 08 Final DPA 20 August 08.doc Version 3
