To ensure transparency in reporting uncertainty and confidence, we prepared brieftraceable accounts that describe the main factors that contributed to a particular conclusionand level of confidence. ixRisk-based Framing xBox 2.2The National Climate Assessment and the Assessmentof Climate Change in the Southwest UnitedStates use a risk-based management approach todescribe statements about key vulnerabilities toclimate change and how they may change overtime. A key vulnerability has:• a large magnitude;• early onset of impacts;• a high degree of persistence and irreversibility;• a wide distribution (e.g., across levels of society,or spatially);• a high likelihood of occurrence; or• great importance (based on perceptions).The motivation for using this risk-based approachis based on research (IPCC 2007; NRC2010a, 2010b) and interaction with climate informationuser communities, such as the Departmentof Defense.Risk is defined as the product of likelihood ofoccurrence of an event or condition and the consequenceof that occurrence, where:• consequence ("importance") can be assessedusing metrics ranging from physical impactsto vulnerability;• vulnerability depends on exposure to a climatephenomenon or stimulus, sensitivity (the degreeto which a vulnerable system respondsto the climate phenomenon or stimulus), andadaptive capacity, or ability to adapt, respond,or rebound to the climate phenomenon orstimulus;• likelihood depends on sensitivity to the climatephenomenon or stimulus, and the associatedclimate variability.Risk management can be based on eitherquantitative or qualitative representations of likelihoodand consequence. For qualitative information,the report authors use rigorous methods todescribe likelihood and consequence. The authorshave submitted traceable accounts of the sourcesused and the rationale behind the quantitativeand qualitative judgments regarding risk. Qualitativetechniques are useful in circumstances inwhich there may be a range of future likelihoodsor consequences. This report focuses attentionon highly likely impacts and vulnerabilities, butalso on lower likelihood impacts and vulnerabilitiesthat carry high consequences. The latter is inrecognition of stakeholder concerns about climateextremes and rare events that may have significantimpacts on infrastructure and investments.2.6 Accountability and ReviewTo ensure transparency in developing this regional report’s conclusions and key findings,we also have cited all sources of information, as is common peer-review practice,and sources of data for all graphics and tables.For the key findings in each chapter’s Executive Summary, the respective authorshave submitted traceable accounts, as suggested in guidance from the National
