Inability to participate in electronicinformation-sharing among the other IC agencies has put the FBI at a disadvantagebecause they have to rely on personal contact and relationships to receive information.The FBI perceives that other intelligence organizations do not fully understand orrecognize the Bureau’s role in combating proliferation. The Intelligence Community in turnfeels the information it provides to law enforcement disappears into a “black hole.” Theexchange <strong>of</strong> senior people between the FBI and the CIA has begun to foster a better andmore effective relationship, but there is still much room for improvement.Recommendation 5.33: The FBI should continue to improve the coordination withthe Intelligence Community and establish mechanisms to resolve problemscreated by overlapping jurisdiction and conflicting interests.Improved coordination will facilitate management <strong>of</strong> the competing interests <strong>of</strong> intelligenceand law enforcement, particularly in the event <strong>of</strong> an attack involving weapons <strong>of</strong> massdestruction. In addition, participating fully in an automated environment with theIntelligence Community would provide a comprehensive assessment and analysis <strong>of</strong> allproliferation activities known to the United States.88
