this activity: the Materials Protection, Control, and Accounting (MPC&A) program andthe Initiatives for <strong>Proliferation</strong> Prevention (IPP). The MPC&A program is primarilyrelated to nuclear materials security and nonproliferation, while the goal <strong>of</strong> the IPP isto engage scientists and engineers from the weapons institutes <strong>of</strong> the former SovietUnion in peaceful technology applications in order to help stabilize personnel andresources that represent a potential risk <strong>of</strong> “expertise proliferation.”• Reducing Inventories <strong>of</strong> Surplus <strong>Weapons</strong>-Usable Fissile Materials Worldwide in aSafe, Secure, Transparent, and Irreversible Manner: Efforts focus on implementingthe disposition <strong>of</strong> surplus highly enriched uranium and plutonium and providingtechnical support to attain reciprocal actions for the disposition <strong>of</strong> surplus Russianplutonium. Multinational cooperation is under way to minimize the future demand forhighly enriched uranium in civilian programs through the development <strong>of</strong> alternativelow-enriched uranium fuels for research reactors.• Strengthening the Nuclear Non-proliferation Regime: DOE will lead an interagencytask force on warhead and fissile material to create START III options for warheadelimination and fissile material disposition.
