(a) Extension <strong>of</strong> Deadline for Submission <strong>of</strong> Report by Commission To Assess theOrganization <strong>of</strong> the Federal Government To Combat the <strong>Proliferation</strong> <strong>of</strong> <strong>Weapons</strong> <strong>of</strong> <strong>Mass</strong><strong>Destruction</strong>.—Section 712(c)(1) <strong>of</strong> the <strong>Combating</strong> <strong>Proliferation</strong> <strong>of</strong> <strong>Weapons</strong> <strong>of</strong> <strong>Mass</strong><strong>Destruction</strong> Act <strong>of</strong> 1996 (subtitle A <strong>of</strong> title VII <strong>of</strong> Public Law 104-293) is amended by strikingout “the date <strong>of</strong> the enactment <strong>of</strong> this Act” and inserting in lieu there<strong>of</strong> “January 18, 1998”.(b) Membership <strong>of</strong> Commission.—Section 711 <strong>of</strong> that Act is amended—(1) in the matter preceding subsection (b)(1), by striking out “eight members” andinserting in lieu there<strong>of</strong> “twelve members, none <strong>of</strong> whom may, during the period <strong>of</strong>their service on the Commission, be an <strong>of</strong>ficer or employee <strong>of</strong> any department,agency, or other establishment <strong>of</strong> the executive branch (other than the Commission),and”;(2) in subsection (b)(2), by striking out “one” and inserting in lieu there<strong>of</strong> “three”;(3) in subsection (b)(4), by striking out “one” and inserting in lieu there<strong>of</strong> “three”; and(4) in subsection (e), by striking out “the date on which all members <strong>of</strong> the Commissionhave been appointed” and inserting in lieu there<strong>of</strong> “the date <strong>of</strong> enactment <strong>of</strong> an Actmaking appropriations for the Departments <strong>of</strong> Labor, Health and Human Services,and Education, and related agencies, for the fiscal year ending September 30, 1999,regardless <strong>of</strong> whether all the members <strong>of</strong> the Commission have been appointed as<strong>of</strong> that date,”.(c) Restrictions on Activities <strong>of</strong> Commission.—Section 712(a) <strong>of</strong> that Act is amended byadding at the end the following:(5) Restrictions.—In carrying out the study under paragraph (1), making theassessments under paragraph (2), and addressing the matters identified inparagraph (3), the Commission shall not review, evaluate, or report on—(A) “United States domestic response capabilities with respect to weapons <strong>of</strong> massdestruction; or(B) “the adequacy or usefulness <strong>of</strong> United States laws that provide for theimposition <strong>of</strong> sanctions on countries or entities that engage in the proliferation<strong>of</strong> weapons <strong>of</strong> mass destruction.”(d) Limitation on Commission Expenditures.—Section 717 <strong>of</strong> that Act is amended bystriking out “shall be paid” and inserting in lieu there<strong>of</strong> “shall not exceed $1,000,000, andshall be paid”102
