The DCI Nonproliferation Center, under the guidance <strong>of</strong> the DCI, shall:• Oversee the critical role <strong>of</strong> the Intelligence Community in supporting theformulation and implementation <strong>of</strong> U.S. policies for combating proliferation;• Conduct timely and succinct all-source analysis on proliferation andinterrelated WMD issues;• As directed by the DCI, and in consultation with other components asappropriate, oversee the development and facilitate the implementation <strong>of</strong>an Intelligence Community strategy for supporting U.S. efforts to combatproliferation, including support to counter-proliferation activities;• Coordinate IC support to counter-proliferation efforts, including support tolaw enforcement, counterintelligence, and military operations;• Coordinate the development <strong>of</strong> Community-wide analytic and collectionstrategies, provide guidance, and establish priorities for the IntelligenceCommunity, based on consumer needs to increase knowledge andunderstanding <strong>of</strong> the proliferation <strong>of</strong> weapons <strong>of</strong> mass destruction and theirdelivery means;• Evaluate Intelligence Community performance, as required by the DCI andCongress, in supporting U.S. policy objectives to combat proliferation and inmeeting consumer needs, and, in consultation with the CommunityManagement Staff, recommend investment changes or develop options tooptimize Intelligence Community performance;• Oversee the identification <strong>of</strong> shortfalls and the development <strong>of</strong> strategies,and provide guidance and priorities to the Intelligence Community’sresearch and development efforts to improve intelligence capabilities forcombating proliferation;• In coordination with the Intelligence Community, provide Congress, asappropriate, with intelligence assessments on all aspects <strong>of</strong> proliferationand proliferation-related Intelligence Community capabilities;• Maintain effective relationships on issues <strong>of</strong> common concern with otherIntelligence Community Issue Managers and organizations; and75
