U.S. International Cooperative Efforts 1Department <strong>of</strong> Defense (DoD) EffortsCooperative Threat Reduction Program (CTR)CTR was initiated in FY 92 to reduce the threat posed to the United States by weapons <strong>of</strong>mass destruction remaining on the territory <strong>of</strong> the former Soviet Union.<strong>Weapons</strong> <strong>Destruction</strong> and DismantlementThese programs are helping destroy vehicles for strategic nuclear weapons and keyweapons-systems components. Key projects include:Strategic Offensive Arms Elimination (SOAE)Provision to Russia <strong>of</strong> equipment, training, services and logistic support to assistin expediting the elimination <strong>of</strong> strategic <strong>of</strong>fensive arms pursuant to STARTTreaties.Chemical <strong>Weapons</strong> <strong>Destruction</strong>Chain <strong>of</strong> CustodyEfforts to Russia to help it destroy its chemical weapons stockpile and andassociated infrastructure.These programs help prevent the proliferation <strong>of</strong> nuclear materials, increase thesecurity <strong>of</strong> nuclear weapons while in transit or in storage, and ensure that fissilematerials from dismantled warheads are stored in safe, centralized andenvironmentally sound locations. Key projects include:Fissile Material Storage Facility at MayakConstruction on a facility for the storage <strong>of</strong> fissile material derived fromdismantled Russian weapons at Mayak.<strong>Weapons</strong> Protection Control and Accounting (WPC&A)The project focuses on improving the security <strong>of</strong> nuclear weapons duringtransportation and interim storage.Material Protection, Control and Accountability 2MPC&A projects enhance the security <strong>of</strong> the fissile materials at NIS facilities andinstitutions, and improve capabilities to prevent, detect and deter theft, diversion,or other unauthorized use <strong>of</strong> nuclear materials.301This list is illustrative only.2The Department <strong>of</strong> Energy began managing and funding MPC&A programs in fiscal year 1996 (see the DOEsection below).
