Combating Proliferation of Weapons of Mass Destruction

• Develop and implement plans for facilitating the scientific and technicalrelationships between Intelligence Community components andorganizations outside the IC, including private industry, academia, thenational laboratories, and the public health community, on all aspects ofcombating proliferation.As a high priority responsibility, the NPC will facilitate the Intelligence Community’scollection, analysis, operations, and R&D efforts against foreign offensive biologicalwarfare (BW) and chemical warfare (CW) activities. It also will work with the Community todevelop plans, priorities, and guidance to significantly enhance and expand U.S.capabilities to anticipate, assess, and counter BW and CW activities. In particular, the NPCwill undertake critically needed all-source analysis on the development, acquisition, andspread of BW and CW capabilities by foreign state and non-state entities and will stimulatecollaborative and supplementary efforts within the Intelligence Community.76
