The following is a brief outline <strong>of</strong> my suggested “Task Force” alternative:The members <strong>of</strong> the Task Force would consist <strong>of</strong> the following:1. An Executive Board consisting <strong>of</strong> the President, the Vice President, and an ExecutiveDirector, appointed by the President, who would devote exclusive full-time duties to theposition and oversee all activities <strong>of</strong> the federal government in this area. The ExecutiveDirector would report directly to the President and Vice President.2. The following “Principals” who would report directly to the Executive Director on allmatters affecting this nation’s defenses against weapons <strong>of</strong> mass destruction.a. The National Security Advisorb. The Secretary <strong>of</strong> Defensec. The Secretary <strong>of</strong> Stated. The Secretary <strong>of</strong> Energye. The Attorney Generalf. The Director <strong>of</strong> the Office <strong>of</strong> Management and Budgetg. The Director <strong>of</strong> Central IntelligenceThe seven “Principals” would be involved, under the guidance <strong>of</strong> the Director, to carry outthe mission. These “Principals” could appoint a high-level person in their departments towork directly in their stead with the Director on a daily basis, but <strong>of</strong>ficial positions <strong>of</strong> theindividual “Principals” would be formally presented to the National Director by thePrincipals.The Director would be required to hold at least monthly meetings with the Executive Boardand formalized meetings for planning, discussion and decision making at least every sixmonths with the full Task Force. These meetings <strong>of</strong> the entire Task Force would be chairedby the President or the Vice President and require the attendance <strong>of</strong> the “Principals” and/or their designees.The Director would be authorized to employ not more than fifty employees (FTEs) to carryout the duties <strong>of</strong> this <strong>of</strong>fice, but could accept additional temporary personnel from othergovernmental agencies.171
