ensure excess fissile material no longer needed for defense programs isremoved irreversibly from nuclear weapon use;• leads DOE interactions with the IAEA and supports U.S. policy and technicalcooperation consistent with U.S. obligations under the NuclearNonproliferation Treaty (NPT);• manages technology research and development programs to strengthenIAEA safeguards and improve nuclear material security worldwide;• helps ensure physical protection <strong>of</strong> U.S. and non-U.S. origin nuclearmaterial against theft and sabotage through technical and training supportin physical protection and MPC&A to foreign countries and internationalorganizations, notably the IAEA;• tracks and analyzes domestic and foreign nuclear material inventories andtransactions, and• cooperates with global partners to share safeguards technology.Another component <strong>of</strong> NN, the Office <strong>of</strong> International Nuclear Safety and Cooperation(NN-30) provides technical leadership, expertise, and program management forcooperative international programs to promote nuclear safety and nuclear technologydevelopment. These include cooperative programs to reduce the threat posed by theoperation <strong>of</strong> aging civilian nuclear facilities in the former Soviet Union, Ukraine, and Centraland Eastern Europe. NN-30 also represents DOE in international forums, such as theIAEA, on matters concerning nuclear safety, the safety <strong>of</strong> Soviet-designed reactors, andthe development <strong>of</strong> advanced nuclear technologies. Additional safety-related activitiesinclude its management <strong>of</strong> DOE’s efforts in support <strong>of</strong> implementation <strong>of</strong> the G-7Memorandum <strong>of</strong> Understanding with the Ukraine to secure the closure <strong>of</strong> the Chernobylnuclear power plant. These activities include technical management <strong>of</strong> the Chernobylsarcophagus and decontamination and decommissioning work.NN-30 also leads the Department’s program to shut down Russia’s three remainingplutonium production reactors in Tomsk-7 and Krasnoyarsk-26 and to convert them to anon-plutonium producing mode by 2001. It also manages activities to implement the HEUTransparency Program, which monitors the down-blending <strong>of</strong> Russian HEU into LEU andassures that Russian HEU from dismantled nuclear weapons is converted to LEU anddelivered to the U.S. Enrichment Corporation. These transparency monitoring activitiesare scheduled to continue through 2013.The Office <strong>of</strong> Research and Development (NN-20) is responsible for a full-spectrumsystems and technology program for reducing the threats to U.S. national security posedby nuclear, chemical and biological weapons proliferation and illicit materials trafficking.The program addresses technologies in four principal thrust areas: (1) nuclear treatymonitoring, (2) early detection <strong>of</strong> proliferation activities, (3) detection/deterrence <strong>of</strong> the65
