Combating Proliferation of Weapons of Mass Destruction

• integrated national policies for countering WMD threats;• options for integrating federal agency budgets for countering such threats;• means to ensure that all levels of government have adequate capabilities tomanage crises involving nuclear, biological, or chemical weapons or relatedmaterials and technologies, and to manage the consequences of use ofthese weapons or technologies, and that use of those response capabilitiesis coordinated; and• coordination of smuggling prevention, domestic law enforcement, antiorganizedcrime efforts, materials and technologies safeguarding,intelligence and law- enforcement activities, and export controls regardingproliferation.The President, acting through the NSC Committee on Proliferation, was directed todevelop a comprehensive preparedness program, including plans for:• countering proliferation of WMD and related materials and technologies;• training and equipping federal, state, and local officials to manage a crisisinvolving a use or threatened use of WMD, including consequencemanagement;• providing regular sharing of information among intelligence,law-enforcement, and customs agencies;• training and equipping law-enforcement units, customs services, and bordersecurity personnel to counter smuggling of WMD and related materials andtechnologies;• establishing export controls relating to WMD;• encouraging and assisting foreign governments to implement and enforceanti-WMD smuggling laws;• developing confidence building measures with Russia concerning controlsover nuclear weapons and fissile materials, including verification ofdismantlement of nuclear weapons;• reducing the U.S. and Russian stockpiles of excess plutonium; and• studying the establishment of a global network to detect and respond toterrorist or other criminal use of biological agents.13
