• integrated national policies for countering WMD threats;• options for integrating federal agency budgets for countering such threats;• means to ensure that all levels <strong>of</strong> government have adequate capabilities tomanage crises involving nuclear, biological, or chemical weapons or relatedmaterials and technologies, and to manage the consequences <strong>of</strong> use <strong>of</strong>these weapons or technologies, and that use <strong>of</strong> those response capabilitiesis coordinated; and• coordination <strong>of</strong> smuggling prevention, domestic law enforcement, antiorganizedcrime efforts, materials and technologies safeguarding,intelligence and law- enforcement activities, and export controls regardingproliferation.The President, acting through the NSC Committee on <strong>Proliferation</strong>, was directed todevelop a comprehensive preparedness program, including plans for:• countering proliferation <strong>of</strong> WMD and related materials and technologies;• training and equipping federal, state, and local <strong>of</strong>ficials to manage a crisisinvolving a use or threatened use <strong>of</strong> WMD, including consequencemanagement;• providing regular sharing <strong>of</strong> information among intelligence,law-enforcement, and customs agencies;• training and equipping law-enforcement units, customs services, and bordersecurity personnel to counter smuggling <strong>of</strong> WMD and related materials andtechnologies;• establishing export controls relating to WMD;• encouraging and assisting foreign governments to implement and enforceanti-WMD smuggling laws;• developing confidence building measures with Russia concerning controlsover nuclear weapons and fissile materials, including verification <strong>of</strong>dismantlement <strong>of</strong> nuclear weapons;• reducing the U.S. and Russian stockpiles <strong>of</strong> excess plutonium; and• studying the establishment <strong>of</strong> a global network to detect and respond toterrorist or other criminal use <strong>of</strong> biological agents.13
