He previously served as Deputy Secretary <strong>of</strong> Defense(1994-95) and Under Secretary <strong>of</strong> Defense for Acquisition and Technology (1993-94).From 1979 to 1980 he served as Under Secretary <strong>of</strong> the Department <strong>of</strong> Energy.Senator Arlen Specter, Vice Chairman <strong>of</strong> the Commission, is the author <strong>of</strong> the legislationthat created the Commission. As Pennsylvania’s senior Senator, he chairs the SenateVeterans Affairs Committee and the Appropriations Subcommittee on Labor, Health andHuman Services, and Education. He is also a member <strong>of</strong> the Judiciary and GovernmentalAffairs Committees. In the 104th Congress, he chaired the Senate Select Committee onIntelligence.Anthony C. Beilenson <strong>of</strong> California served twenty years in the U.S. House <strong>of</strong>Representatives.
