serve without compensation in addition to that received for their services as officers oremployees of the United States.(b) Travel Expenses.—The members of the Commission shall be allowed travel expenses,including per diem in lieu of subsistence, at rates authorized for employees of agenciesunder subchapter I of chapter 57 of title 5, United States Code, while away from theirhomes or regular places of business in the performance of services for the Commission.(c) Staff.—(1) In general.—The Chairman of the Commission may, without regard to the civilservice laws and regulations, appoint and terminate an executive director and suchother additional personnel as may be necessary to enable the Commission toperform its duties. The employment of an executive director shall be subject toconfirmation by the Commission.(2) Compensation.—The Chairman of the Commission may fix the compensation of theexecutive director and other personnel without regard to the provisions of chapter 51and subchapter III of chapter 53 of title 5, United States Code, relating toclassification of positions and General Schedule pay rates, except that the rate of payfor the executive director and other personnel may not exceed the rate payable forlevel V of the Executive Schedule under section 5316 of such title.(d) Detail of Government Employees.—Any Federal Government employee may bedetailed to the Commission without reimbursement, and such detail shall be withoutinterruption or loss of civil service status or privilege.(e) Procurement of Temporary and Intermittent Services.—The Chairman of theCommission may procure temporary and intermittent services under section 3109(b) oftitle 5, United States Code, at rates for individuals which do not exceed the daily equivalentof the annual rate of basic pay prescribed for level V of the Executive Schedule undersection 5316 of such title.SEC. 715. TERMINATION OF COMMISSION.The Commission shall terminate 60 days after the date on which the Commission submitsits report under section 712(c).SEC. 716. DEFINITION.For purposes of this subtitle, the term “intelligence community” shall have the meaninggiven such term in section 3(4) of the National Security Act of 1947 (50 U.S.C. 401a(4)).100

More than 80departments, agencies and other organizations, including the Departments of Defense,State, Commerce, Energy, Health and Human Services and Justice, as well as theNational Security Council and the intelligence community, have responsibilities forcombating proliferation. Yet no one individual or organization is responsible forcoordinating the political, military, diplomatic, economic and intelligence resources that arerequired to prevent or roll back proliferation.Moreover, the Committee believes that there is unnecessary duplication of effort and otherinefficiencies among the departments and agencies that have responsibilities in this area,and that streamlining is required.Organizational inefficiencies and a lack of central focus and direction have made U.S.efforts to combat proliferation ad hoc, reactive and less effective than they could be.
