Chapter 3Managing the Interagency ProcessThe National Director for <strong>Combating</strong> <strong>Proliferation</strong>, in leading the Federal Government’sefforts to combat the proliferation <strong>of</strong> weapons <strong>of</strong> mass destruction, should focusparticularly on three critical aspects <strong>of</strong> interagency activity: (1) identifying how muchmoney we are spending on combating proliferation and determining whether we arehaving any success, (2) determining what technologies we need to acquire to combatproliferation and the most efficient and timely way to acquire them, and (3) developingsound policies and strategies for improving cooperation with foreign governments andinternational organizations. (See chart below.)In each <strong>of</strong> these areas, the National Director should ensure that every agency is supportedin its proliferation-related mission with clear policy guidance, adequate resources, andefficient leveraging <strong>of</strong> the capabilities <strong>of</strong> other agencies. The National Director will alsoprovide guidance and direction to top <strong>of</strong>ficials in each agency, to ensure that the agencies’efforts support the government’s overall proliferation-related policies. He or she will beaccountable ultimately for the effective integration and implementation <strong>of</strong> nationalproliferation-related policy objectives.3AA (27X 17)Resources and Program EvaluationNo one in the Federal Government knows how much money we are spending to combatproliferation. The success <strong>of</strong> any campaign depends on the resources available to wage it,and on the ways in which those resources are brought to bear. Currently, however, no onedecides what level <strong>of</strong> resources should be devoted to proliferation-related efforts, there isno overall plan for how those resources should be allocated and no consistent evaluation<strong>of</strong> the effectiveness <strong>of</strong> these expenditures.19
