and training opportunities that will enhance workers’ WMD expertise, and ensure that all<strong>of</strong> the agency’s <strong>of</strong>fices are aware <strong>of</strong> them.Education and training are, <strong>of</strong> course, not independent <strong>of</strong> hiring and recruitment. In fact,education and training can be an excellent incentive for individuals to join the government,and also for them to remain in government service. Government <strong>of</strong>ficials should explorethe use <strong>of</strong> an ROTC-type program whereby the government would <strong>of</strong>fer financialassistance to individuals pursuing undergraduate and graduate degrees in exchange for acommitment to work in the government after graduation.Education and training can similarly be used to help retain valuable individuals. Manypeople who would otherwise leave government service might be convinced to stay if theywere guaranteed the opportunity to further build their skills base and their intellectualcapital. Such <strong>of</strong>fers might be particularly attractive in the coming years, as individuals whoworked in the government during the Cold War seek to acquire knowledge and skills thatwere <strong>of</strong> minimal value during the Cold War but that are in high demand in the post-ColdWar era.46
