334V. I. LENINour property and forces <strong>to</strong> support the anti-liquidationistand anti-otzovist work for the res<strong>to</strong>ration <strong>of</strong> the Party andits full unity. The violation by the Golosists and Vperyodists<strong>of</strong> the conditions they had accepted is a violation <strong>of</strong>our agreement. Cancelling this agreement violated by theliquida<strong>to</strong>rs and otzovists, we shall work as before for the res<strong>to</strong>ration<strong>of</strong> the Party and its full unity, for the implementation<strong>of</strong> an anti-liquidationist and anti-otzovist policy, butwe must carry out this work not with those allies that at theplenum (owing <strong>to</strong> faith in their promises) were admitted <strong>to</strong>participation in the Party centres. Since, by general recognitionand by repeated statements <strong>of</strong> delegates <strong>of</strong> national organisationsat the plenum and at other Party meetings, conferences,etc., it is our Bolshevik faction that has alwaysbeen regarded as bearing the greatest responsibility for thestate <strong>of</strong> affairs in the Party, we consider it our duty <strong>to</strong> se<strong>to</strong>ut frankly our views on the state <strong>of</strong> affairs in the Party andon the significance <strong>of</strong> the steps we have taken.The January plenum in 1910 was <strong>of</strong> very great importancein the his<strong>to</strong>ry <strong>of</strong> our Party. It definitively laid down thetactical line <strong>of</strong> the Party for the period <strong>of</strong> counter-revolutionby establishing, in further development <strong>of</strong> the Decemberresolutions <strong>of</strong> 1908, that both liquidationism and otzovismare manifestations <strong>of</strong> the influence <strong>of</strong> the bourgeoisie on theproletariat. Further, the plenum linked the question <strong>of</strong> puttingan end <strong>to</strong> factions in our Party—that is <strong>to</strong> say, the necessity<strong>of</strong> bringing about real unity in the Social-DemocraticLabour Party—with the formulation <strong>of</strong> the Party’s ideologicaland political aims in the present his<strong>to</strong>rical period.We are convinced that these two things accomplished bythe plenum in January 1910 are <strong>of</strong> his<strong>to</strong>ric significance andthat their results are much more important, much more vital,much more lasting, than they may seem <strong>to</strong> the superficialobserver.But these results were terribly vitiated by the muddledphrase-mongering about them. There is nothing so inimical<strong>to</strong> the spirit <strong>of</strong> Social-Democracy and so harmful as phrasemongering.And “concilia<strong>to</strong>ry” phrase-mongering is no lessharmful and liable <strong>to</strong> lead people astray than liquidationist
