Ilyin)The Development <strong>of</strong> Capitalism in Russia. p. 118<strong>Lenin</strong> is referring <strong>to</strong> an incident at the sitting <strong>of</strong> the Third Dumaon November 20 (December 3), 1909, during the discussion <strong>of</strong> theBill on inviolability <strong>of</strong> the person. The Bill was, in the words <strong>of</strong>the Duma Left deputies, “a legitimisation <strong>of</strong> all forms <strong>of</strong> tyrannythat have existed or are in existence in Russia”. The out-and-outBlack-Hundred speech <strong>of</strong> Markov (the Second) on November 20(December 3) in defence <strong>of</strong> the Bill evoked indignation even fromthe Cadets, who walked out <strong>of</strong> the Duma chamber as a sign <strong>of</strong> protest.The debate on the Bill in the Duma meeting <strong>of</strong> November 20(December 3) particularly exposed the Black-Hundred character<strong>of</strong> the Third Duma. p. 120Prior <strong>to</strong> the appearance <strong>of</strong> this article, <strong>Lenin</strong> delivered a publiclecture in Liége on Oc<strong>to</strong>ber <strong>16</strong> (29), 1909, “The Ideology <strong>of</strong> theCounter-revolutionary Bourgeoisie”. On November 13 (26), 1909,<strong>Lenin</strong> delivered a lecture on the same subject in Paris: “The Ideology<strong>of</strong> the Counter-revolutionary Liberalism (The Success <strong>of</strong> Vekhiand Its Social Significance)”. The plan <strong>of</strong> the Paris lecture is se<strong>to</strong>ut in a poster preserved in the archives <strong>of</strong> the Institute <strong>of</strong> <strong>Marx</strong>ism-<strong>Lenin</strong>ism, Central Committee <strong>of</strong> the C.P.S.U. It is divided in<strong>to</strong>the following parts: “I. The philosophy against which Vekhi fightsand the Duma speeches <strong>of</strong> the Cadet Karaulov. II. Belinsky andChernyshevsky annihilated by Vekhi. III. Why do the liberalshate the ‘intellectualist’ Russian revolution and its French ‘sufficientlyprolonged’ model? IV. Vekhi and the Lefts in Russia.Cadets and Oc<strong>to</strong>brists. The ‘sacred cause’ <strong>of</strong> the Russian bourgeoisie.V. What did the democratic revolution in Russia gain by losingits liberal-bourgeois ‘allies’? VI. Vekhi and Milyukov’s speechesat the election meetings in St. Petersburg.
