That is also a fact.There is no other way of halting the split, of preventingit from spreading than by strengthening, consolidatingand formally confirming the rapprochement of those whoactually carried out Party activity after the plenum, i.e.,the pro-Party Mensheviks and Bolsheviks.Announcing our view of Party affairs to all pro-PartyMensheviks, non-factional pro-Party Social-Democrats andBolsheviks, as well as all national Social-Democratic organisations,we invite the Bolshevik groups in Russia to beginimmediately to rally around Rabochaya Gazeta and to setabout preparing those meetings and conferences which areessential for restoring the Party and which, owing to thepresent state of affairs, must inevitably begin with the mostmodest, unofficial and informal attempts. To give in printmore details about the nature of such attempts would beout of place.We invite the Bolshevik groups abroad to reorganisethemselves in such a way as to cease all connection withthe Vperyodists, who have fully proved their anti-Partycharacter, and without the hindrance of these defenders ofotzovism to begin systematic work for strengthening theParty, closer alignment with pro-Party elements of otherfactions and the creation of joint clubs, lectures, reports,etc., to take preparatory steps towards a real union abroadof all those who do not follow Vperyod and Golos. If the existenceof two parallel groups is inevitable where there areGolosists, it is not seemly for Bolsheviks to tolerate anylonger in their group the anti-Party Vperyodists.
