Sokolov), leader <strong>of</strong> the Moscow otzovists, at that timemember <strong>of</strong> the Regional Bureau <strong>of</strong> the Moscow Central IndustrialArea. The article evoked sharp protests from the Party organisations<strong>of</strong> Central Russia, and a rejoinder in the columns <strong>of</strong> thenewspaper Proletary. <strong>Lenin</strong> criticised the article in his work“Two Letters” (see present edition, <strong>Vol</strong>. 15, pp. 286-302).p. 42The First All-Russian Congress <strong>of</strong> Fac<strong>to</strong>ry Doc<strong>to</strong>rs and Representatives<strong>of</strong> Fac<strong>to</strong>ry Industry was held on April 1-6 (14-19), 1909, inMoscow. The delegates <strong>to</strong> the Congress included 52 workers chosenby trade unions, mainlyNOT<strong>of</strong> the bigFORindustrial centres. The speeches<strong>of</strong> the workers’ delegates, who were predominantly Bolsheviks,were <strong>of</strong> great political importance and evoked a response throughoutthe country.
