LENIN<strong>of</strong> those factions or trends which came <strong>to</strong>gether not on thebasis <strong>of</strong> cheap concilia<strong>to</strong>ry phrases, promises, or playingat the allocation <strong>of</strong> seats in the central bodies, but on thebasis <strong>of</strong> work, agreement in their understanding <strong>of</strong> the ideologicaland political tasks <strong>of</strong> the moment, agreement inactual fact on the formulation <strong>of</strong> these tasks, and their accomplishment.As long as magniloquent and cheap phrases about the abolition<strong>of</strong> factions were being uttered by people who unders<strong>to</strong>odneither the objective source <strong>of</strong> the disagreements northe actual situation that in-fact ensured the independencefrom the Party <strong>of</strong> certain literary groups (such as that <strong>of</strong> Mr.Potresov and Co. or that <strong>of</strong> the Machist and otzovist literati),for so long the phrases remained empty, impotent phrases.But as soon as, owing <strong>to</strong> a change in the objective conditions,a rapprochement in work, a rapprochement in the understanding<strong>of</strong> these objective conditions, began <strong>to</strong> grow inthe two basic and main factions that have left their imprin<strong>to</strong>n the whole his<strong>to</strong>ry <strong>of</strong> the workers’ movement during therevolution—even more than that, on the whole his<strong>to</strong>ry <strong>of</strong> therevolution in Russia—no efforts on the part <strong>of</strong> intriguerswho want <strong>to</strong> undermine this rapprochement or sow distrustin it can halt the process that has begun.During the past year the actual state <strong>of</strong> Party affairs arisingafter the plenum has become quite clear. It is a fact thatthe Golosists and Vperyodists signed the resolutions on thefight against liquidationism and otzovism but in realityconducted and are conducting all their propaganda and agitation,all their practical activity, in such a way as <strong>to</strong> supportand defend liquidationism and otzovism.For anyone who has eyes <strong>to</strong> see, this fact shows howbankrupt is a policy that is satisfied with paper resolutionsand how harmful are phrases that are not in accord withdeeds.Further, it is a fact that neither the Golosists nor the Vperyodistsrelinquished their factional independence for asingle moment. Both <strong>of</strong> these factions continue <strong>to</strong> exist inthe fullest actual independence <strong>of</strong> the Party, with their ownfunds, their own organs, their own agencies.
