11.5.3 Mitigation Measures Related to Operation<br />

� With migration of new fishers coming from outside the Mount Coffee area,<br />

actions should be taken to prevent overexploitation of fish stocks.<br />

� Developing a community management approach in the new fisheries involving<br />

all stakeholders (LEC, Bureau of Fisheries, fishers leaders) with a minimum of<br />

bi-annual meetings in which the concerns of each party would be objectively<br />

debated. The number of fishermen authorized in the reservoir should not exceed<br />

additional 20 professionals; taking into consideration the 0.5 km 2 (i.e. 400m-<br />

crest of the main dam length x 1000m) restricted access area at the immediate<br />

upstream of the main dam. All fishers and side activities would participate in<br />

regular training workshops organized with the facilitation of the Bureau of<br />

Fisheries, with a strong implication of fishers’ cooperatives to be sustained.<br />

� Fish and fishing activities need to be monitored in the project area at least until a<br />

new equilibrium has been reached.<br />

� Once a sustainable level of fishing will have been reached, the installation of a<br />

fish market equipped with handling and storing facilities, e.g. in the vicinity of<br />

Raymond Camp, might be considered. Obviously, operating these facilities<br />

would require prior electrification of the site.<br />

� As side infrastructures in relation to the dam, reinforce local capacities in<br />

housing, health centre, water and sanitation, markets, gendarmeries, school and<br />

churches. These initiatives should be conducted in partnership with local<br />

responsibles.<br />

11.5.4 Mitigation Measures as Part of Mt. Coffee HPP<br />

The various mitigation measures listed and describes shortly above outline an entire<br />

fisheries development program which cannot be implemented in its entirety by Mt.<br />

Coffee HPP. It is therefore recommended to set up, under a different financing, a<br />

regional fisheries development program which would integrate all the measures<br />

outlined.<br />

For the Project as such, the following mitigation measures are recommended to be<br />

implemented directly:<br />

� The measures mentioned for the protection of water quality during the<br />

construction period.<br />

� The pre-impoundment clearing of the land to be submerged (see Section<br />

8.4.6.4).<br />

� Monitoring of fish and fisheries; for this, specific TOR will have to be<br />

developed.<br />

� Setting aside space for a possible installation of a fish ladder at a later stage.<br />

� Implementation of livelihood restoration measures as identified in the RAP.<br />

� coordination of these activities with the Bureau of Fisheries.
